WHAT IS STEP?
CEA created a Strategic Training Employment Program (STEP), a workforce development resource to enhance the ability of local public & private developers, businesses and organizations to recruit and retain a diverse skilled labor workforce in the emerging industry sectors of the Pittsburgh region and to better promote achievement by minorities in securing economic independence and self-sufficiency. A component of the Strategic Training Employment Program (STEP) is to work with the Section 3 program wherever possible to as a starting point to obtain job training, employment and contracting opportunities for residents and businesses in our communities when development is occurring. This means that since the Homewood Station Senior Apartments development is happening in our community, we here at CEA want to position as many community residents and business concerns as possible to participate in the development. WHAT ID SECTION 3?
Section 3 of the Housing and Urban Development Act of 1968, and implementing regulations at states the purpose of Section 3 of the Housing and Urban Development Act of 1968 is to ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low-and very low-income persons, particularly those who are recipients of government assistance for housing , and to business concerns which provide economic opportunities to low-and very low-income persons.
